The world's economy is collapsing as countries can no longer pay their debts to loaner countries. It is a domino effect of global proportion. The President of the United States takes a hard line concerning the world's debts as his own country feels the pain and despair as a world-wide depression takes hold. But within the United States, one man is determined to carve out his own kingdom as communities cannot pay their public servants to protect them from lawlessness. In doing so, he draws out the aging Tiger Lily from retirement without the President's approval to stop this individual in his attempt to become king over the West Coast of the United States.
