When the newest Admiral in the Navy realized it was her name, Sam Wilson-Carter, on the appointment letter she found it impossible to comprehend. How could the selection board have chosen her? She had less than a dozen years on active duty and she was only 32 years old! Someone must have made a monumental mistake!But perhaps someone had matched the instructions from the President to the graybeards on the selection board and had seen something in her record. Maybe that someone knew the woman behind her reputation. Possibly he'd been able to see her value to the Navy and to the Nation. Whatever had moved them to select her from among the dozens of qualified candidates was certainly not straightforward. She'd have to find out what had motivated them. Perhaps she would discover it at her new duty station, in the basement of the White House.
